Kuga was born in Tokyo, Japan. Her father, Michiaki Koga (久我通顕?), was a marquis and a member of the House of Peers.[citation needed]
In 1946, when she was in her third year in Gakushuin Girls' Junior High School, she became an actress under exclusive contract with Toho. In 1947, she made her debut as one of the lead actresses in an omnibus movie Four Love Stories (四つの恋の物語 Yottsu no Koi no Monogatari?).
In 1961, Kuga married Akihiko Hirata. They were known as a very harmonious couple until Hirata's death in 1984.[citation needed]
