William Patrick Fraser (born May 26, 1964 in New York City), is a former Major League Baseball pitcher. He pitched all or part of eight seasons in the majors between 1986 and 1995. Fraser played for the California Angels, Toronto Blue Jays, St. Louis Cardinals, Florida Marlins, and Montreal Expos. Following his major league career, he played for three seasons with the Orix BlueWave in Japan.

In 239 major league games, Fraser compiled a 38–40 record, with 328 strikeouts and a 4.01 ERA.

As of 2016, Fraser is a scout for the Miami Marlins. He had earlier served in the same role for the Angels and the Los Angeles Dodgers.
