Introduction
Tunku Abdul Rahman University College or TAR University College (Abbreviation: TAR UC) is a leading premier institution of higher learning in Malaysia. Named after the first Prime Minister of Malaysia, YTM Tunku Abdul Rahman Putra Al-Haj, the institution was founded in 1969 known as Tunku Abdul Rahman College or TAR College then by the Malaysian Chinese Association (‘MCA’). In 2013, the college was upgraded to a university college.
TAR University College was built on the vision to be a distinguished higher learning institution acknowledged locally, nationally and globally for its excellence in providing opportunities for intellectual, personal and professional development and growth of its students by fostering their inquiring, creative and innovative minds to succeed in life.
The University College is guided by its mission in providing quality education and training on a wide range of disciplines and levels which complements and supplements the Government’s effort to develop Malaysia’s human capital. In addition, TAR University College focuses on total development of the students to their fullest potential and at the same time, imbues the students with knowledge, skills, values and attributes to succeed in life and contribute towards the technological, economic and social advancement of the nation. In ensuring TAR University College continues to move forward in tandem with the global trend and development, the institution is committed to establishing and maintaining strong links with businesses, industries, communities and other renowned institutions for the purpose of fostering continuous improvement and learning.
TAR University College has its main campus at Jalan Genting Kelang in Kuala Lumpur which is sited on 186 acres of land adorned with lush greenery and natural landscapes co-existing with modern buildings equipped with cutting-edge facilities. The institution currently has 5 branches across Malaysia in the states of Penang, Perak, Johor, Pahang and Sabah. The first branch campus is in Penang which started its operation in temporary premises back in 1994 before shifting to its purpose-built campus in Tanjung Bungah, Penang, in 1999. The town of Kampar in Perak is home to the second branch campus which was established in 1998. The branch campus in the state of Johor was also established in 1998 whereas the Pahang Faculty Branch was established in 1999. Meanwhile, Sabah Faculty Branch was established in 2002 in the state of Sabah, East Malaysia. Both the faculty branches in Pahang and Sabah will soon have a permanent purpose-built campus which is in the pipeline and they will be located in Kuantan, Pahang and Kota Kinabalu, Sabah respectively.
The University College has a student population of more than 27,000, including international students from Indonesia, Taiwan, Maldives, Hong Kong, Netherlands, Bangladesh, South Korea, Singapore, USA and Papua New Guinea as part of the plan of the University College to internationalise its student body so as to promote a vibrant environment and cultural exchange. The University College’s alumni numbers more than 180,000, many of whom are national leaders, industry captains, prominent entrepreneurs and professionals.
History
In the early years since Malaysia gained independence, there was an acute lack of opportunities to pursue higher education for the growing secondary school leavers. The idea to set up an institution of higher learning that would provide more higher learning opportunities was first mooted by YA Bhg Tun Tan Siew Sin, the then President of MCA. YA Bhg Tun Tan Siew Sin appointed a special Working Team for Higher Education Planning chaired by YBhg Tan Sri Khaw Kai Boh in April 1968 to study and make recommendations for the setting up of an institution of higher learning.
A blueprint was developed which outlined the need to establish a college to provide academic, technical and professional training with the aim to mould the school leavers to meet the needs of the nation. The blueprint was submitted to the Government and received the blessing and support of the then Minister of Education, YB Enche’ Mohamed Khir Johari. The Working Team estimated that it would require RM 20 million to set up the College and the Government agreed to provide the necessary financial assistance on a dollar-for-dollar basis.
The then Prime Minister of Malaysia, YTM Tunku Abdul Rahman Putra Al-Haj had graciously assented to the College being named after him. Hence the institution was named as Tunku Abdul Rahman College or TAR College in short as it is popularly known.
TAR College began operations on 24 February 1969 with the setting-up of the School of Pre-University Studies. The response from the public was encouraging with its initial enrolment of 764 students.
15 September 1972 witnessed the handing over of the Instrument of Government which provided the legal framework for the administration of the College. The then Minister of Education, YA Bhg Tun Hussein Onn presented the Instrument of Government to YA Bhg Tun Tan Siew Sin, the first College President.
In order to raise fund for the construction of a permanent campus in Kuala Lumpur, MCA launched the National Fund-Raising Campaign in 1972 to raise the required fund. At that time, YBhg Tan Sri Lee San Choon, the then Director of Publicity of MCA, spearheaded the campaign and executed many fund-raising initiatives. The campaign was a resounding success through the generosity of the MCA divisions, the guilds and associations as well as people from all walks of life.
In February 1973, the Government approved the allocation of land for the construction of the Kuala Lumpur Main Campus in Setapak. The ground breaking ceremony for the construction of TAR College was officiated by YTM Tunku Abdul Rahman Putra Al-Haj in August 1973. The construction of the Phase 1 of TAR College included an administrative building, a library, two laboratory blocks, one big lecture theatre and eight small lecture theatres, one canteen and a tutorial block which was completed in 1976. The Phase 1 Building Project was officially launched on 24 February 1979 in conjunction with TAR College’s 10th anniversary by YTM Tunku Abdul Rahman Putra Al-Haj.
Throughout the years, the campus continued to develop further with the addition of more facilities and buildings to cater to the burgeoning student population. The expansion plan was made possible with many succesful fund-raising activities in the 90s led by YA Bhg Tun Dr Ling Liong Sik, the then TAR College Council Chairman, such as the nationwide TAR College Fund-Raising Campaign, Taxithon, Walkathon, TAR College Torch Run and Motorthon. The momentum of expansion and growth continued during the leadership of YBhg Tan Sri Ong Ka Ting and YBhg Datuk Seri Dr Chua Soi Lek, who were both the then TAR College Council Chairman after YA Bhg Tun Dr Ling Liong Sik. Since the upgrading to university college in 2013, TAR University College is growing from strength to strength under the able leadership of YB Dato’ Sri Liow Tiong Lai, Chairman of the Board of Trustees, TARC Education Foundation and Board of Governors, TAR University College, who is also the Minister of Transport of Malaysia and incumbent President of MCA.
The latest infrastructural development is the new phase of Penang Branch Campus which was launched on 7 December 2015. The new phase of development in Penang Branch Campus comprises a 3-storey library building, two 4-storey faculty blocks and a twin lecture theatre hall.
Faculties
Faculty of Accountancy, Finance & Business (FAFB)
FAFB (formerly known as School of Business Studies) was established in 1971 under the then TAR College. With continued strong track records and with the upgrade of TAR College to TAR University College in 2013, the Faculty reinforced its strong reputation in the provision of business education particularly professional accountancy education. It has strong linkages with global professional bodies, the industry and overseas universities. FAFB students have consistently achieved impressive pass rates and won world and national prizes in professional accountancy examinations and emerged top in intervarsity and industrial competitions. FAFB graduates have also proven to be valued employees and many have made their marks in their career and are successful corporate and professional leaders and many more have become successful entrepreneurs locally and abroad.

Today, FAFB is the largest faculty in terms of student number at TAR University College. Its student population is close to 12,000 and they are enrolled in various disciplines of study notably accounting & finance of which they are well recognized by international and local professional bodies and industry.
Faculty of Engineering and Built Environment (FEBE)
The School of Technology(SOT) was established in 1972. In July 2013, faculty have changed name to Faculty of Engineering and Built Environment (FEBE).[3]
The SOT Advanced Diploma in Technology (Building) programme is fully accredited by the Chartered Institute of Building (CIOB), United Kingdom. Such level of accreditation by CIOB is normally awarded to Bachelor of Science (Hons) degrees in the relevant field of study in universities in UK and overseas.[4]
The Advanced Diploma in Quantity Surveying programme is fully accredited by the Board of Quantity Surveyors Malaysia (BQSM). SOT Engineering Diploma holders are exempted from the relevant papers in the Board of Engineers Malaysia (BEM)/The Institution of Engineers Malaysia (IEM) examination.[5]

Faculty of Applied Sciences and Computing (FASC)
The School of Arts & Science(SAS) was established in 1972. In July 2013, faculty have changed name to Faculty of Applied Sciences and Computing (FASC).[7]
The faculty’s Diploma and Advanced Diploma programme structures and syllabi are designed and arranged so that students will be simultaneously prepared for the TARC Advanced Diploma in conjunction with the Bachelor of Science (BS) degree of Campbell University, Buies Creek, North Carolina, USA.[8] Campbell University is accredited by the Southern Association of Colleges and Schools (SACSCOC) to award Associate, Bachelor's, Master's, Education Specialist, and Doctorate degrees. This accreditation is extended to all Campbell University's programme sites, including its Bachelor of Science Degree at TARC in Kuala Lumpur, Malaysia.
FASC has strong collaborative links with industry partners, scientific and academic institutions and non-governmental organisations. Through these collaborations, FASC is a Cisco Network Academy, Microsoft IT-academy, members of Microsoft Developers’Network Academic Alliance (MSDNAA) and Microsoft Dreamspark programme, Novell Academic Training Partner, IBM Academic Initiative member, Google Web Academy, SAP University Alliance[9] and member of Altera University programme.[10]

The School of Social Science & Humanities(SSSH) was established in 1999. In July 2013, faculty have changed name to Faculty of Social Science, Arts and Humanities (FSSAH). The School offers programmes in the discipline of mass communication, creative arts, social science and hospitality management.[12]

Centre for Pre-University Studies (CPUS)
The Centre for Pre-University Studies (formerly known as School of Pre-University Studies) or CPUS in short, was established in 1969 and has the distinction of being the pioneer school of TAR UC. CPUS offers four programmes and all four programmes are MQA accredited. They are:
1. Cambridge GCE A Level Science
2. Cambridge GCE A Level Arts
3. Foundation in Science
4. Foundation in Arts
CPUS could also possibly be one of the largest Cambridge International A Level Science centres in the country. CPUS students have consistently proven themselves as demonstrated by an excellent academic track record. At every examination session, more than 30 percent of the A Level students have been able to achieve excellent results of at least A, A, B grades and especially in the sciences and mathematics subjects. The pass percentages for individual science subjects have also been impressive at 90 percent and above at each examination session.
CPUS A Level students have regularly emerged ‘Top in the World’ and ‘Top in Malaysia’ in Mathematics, Further Mathematics, Computing, Business Studies, Economics and Accounting, at the annual Outstanding Cambridge Learner Awards Ceremony. The Cambridge GCE A Level is widely accepted as an entry qualification into universities and professional studies locally and abroad. Many of the TAR UC A Level students have entered and graduated from some of the finest universities in the world, namely, the University of Oxford, University of Cambridge, Massachusetts Institute of Technology, Imperial College London, Australian National University, National University of Singapore and many other top universities in the UK, USA, Canada and Australia.
CPUS also offers the Foundation programmes in Science and Arts and the Foundation programmes are accepted and recognised as entry qualifications for undergraduate programmes offered by TAR UC. The TAR UC Foundation programmes are designed to prepare post-secondary students with a strong academic grounding and ease their transition into the relevant undergraduate programmes offered at TAR UC in a multitude of disciplines that include Accountancy, Business & Finance; Social Sciences & Humanities; Creative Arts; Applied Sciences & Computing; and Engineering & Built Environment.
Centre for Postgraduate Studies and Research (CPSR)
The Centre for Postgraduate Studies and Research (CPSR) was established in October 2013 to provide infrastructure and support to TAR UC to conduct postgraduate-level programmes and to assist academic staff in pursuance of scholarly research activities. The Centre is tasked with the admission of the University College’s postgraduate students, i.e. those students studying for Master’s (by coursework, mixed mode and research programmes), PhD and other graduate qualifications.
The Centre serves as the Research Management Centre of TAR UC and manages the research grants such as internal and external grants of TAR UC. In year 2014, TAR UC successfully secured three FRGS grants from Ministry of Education, totaling RM376,400.00 for 2014-2016. FRGS stands for “Fundamental Research Grant Scheme” which funds the exploration of new ideas, concepts or theories which will be the backbone to new discoveries, expansion of knowledge and sophisticated and state-of-the-art-inventions. In this respect, obtaining these grants has further boosted fundamental research activities at TAR UC.
TAR UC is committed to significantly increasing research-based graduate studies at the Kuala Lumpur Main Campus in the next few years. With the changing global economy in sight, a graduate qualification has become a necessity in achieving greater career leverage at global market.
Centre for Nation Building & Languages (CNBL)
The Centre for Nation Building and Languages (CNBL) has been established as part of the innovations that was brought about with the upgrading of TAR College to TAR University College (TAR UC) in May 2013. CNBL offers a wide range of English and foreign language courses, as well as general studies courses known as Mata Pelajaran Pengajian Umum to TAR UC students. While CNBL was officially established on 1 October 2013 under its current name, it is not exactly a new entity. Its functions have been carried out since 1996 when it was known then as the Extra-Mural Studies Department, which housed the Division of Languages and the Division of Nation Building and Unity Studies. In 2009, both divisions were amalgamated with the Faculty of Social Science, Arts and Humanities (formerly known as the School of Social Science and Humanities). However, with the newly acquired status of TAR UC in 2013, the two divisions were split from the main faculty of studies to form CNBL. Both divisions have then been renamed as the Division of English and Foreign Languages and the Division of Mata Pelajaran Pengajian Umum. CNBL aspires to provide a holistic education to the students by helping them to acquire relevant lifelong learning skills, which include the mastery of soft skills, the appreciation for philosophy, history, cultural and moral values, as well as enhancing their language skills.
Facilities at main campus
Sports facilities
TARC Main Campus has sports facilities, including an air-conditioned sports complex.[14] Netted tennis courts are available at the rooftop, and the interior is used as badminton or basketball courts. There is an Olympic-size swimming pool, a learner's pool, a gymnasium and squash courts in the club. Outdoor fields available are for football, basketball, futsal, and volleyball.
Library
TARC library is a three-storey building with Infoweb system that helps students locate books easily. Internet-surfing computers are available for students to do research and to access to Microsoft Office applications. There are rooms for study, discussion and individual study areas.[15]
Accommodation
A path beside the Sports Complex leads to TARC Hostel. The ten blocks of five-storey-buildings can accommodate 2000 students. The rooms are twin-sharing and equipped with beds, wardrobes, study tables and chairs. Seven of the blocks are for female students, while the other blocks are for male students.[16]
Facilities in the hostel includes 24-hour security services, air-conditioned study rooms with internet service, cafeteria, ATM, convenience and stationery shop, launderette and water dispensers.
Transportation
The college offers bus services to areas in the vicinity.[17]
Computing facilities
Besides the internet-surfing computers in the library, more can be found in the Communication and Information Technology Centre of the Kuala Lumpur Main Campus.[18]
Wi-Fi hotspots are spread all across the college, with popular spots being the library, canteens, and certain blocks.
