Three Rivers is a non-metropolitan district that elects one-third of its councillors at any one time: three times every four years, with the fourth for elections to Hertfordshire County Council). In the 2014 elections, new ward boundaries came into effect and the council was reduced from 48 to 39 seats. All seats were contested at that election, though future elections will continue to be conducted by thirds. In the 2015 election the Liberal Democrats lost their previous majority on the council, which was left with overall control. The council is notable as one where a British National Party member has served - a BNP councillor was elected in 2008, but had left the party by the time his seat came up for re-election and he was defeated.
As from the election in May 2015, the composition of the council is:
Party | Councillors | |
---|---|---|
Liberal Democrat | 19 | |
Conservative | 17 | |
Labour | 3 | |
Total | 39 | |

Parliament
For parliamentary elections, the district is divided across three constituencies. Most of the district is within the South West Hertfordshire constituency, which is considered a safe Conservative seat and held by a Conservative MP (currently David Gauke) since its creation in 1950. The eastern parts of the constituency, to the north and south of Watford, are part of that borough's constituency, which is a three-way marginal currently held by Conservative Richard Harrington, having fluctuated between Labour and the Conservatives. Parts of two wards, north of the M25, are in the St Albans constituency, which is currently held by the Conservative Anne Main.
Seat | Wards | MP | Party | |
---|---|---|---|---|
St Albans | Abbots Langley and Bedmond (part), Gade Valley (part) | Anne Main | Conservative | |
South West Hertfordshire | Carpenders Park (part), Chorleywood North and Sarratt, Chorleywood South and Maple Cross, Dickinsons, Durrants, Moor Park and Eastbury, Oxhey Hall and Hayling (part), Penn and Mill End, Rickmansworth Town, South Oxhey | David Gauke | Conservative | |

Wards
Three Rivers is composed of thirteen wards, each electing three councillors:
Transport
Train services in the district are provided by Chiltern Railways (CR), London Midland, London Overground and the Metropolitan line of the London Underground (LU).
London Underground stations:
- Chorleywood served by CR and LU
- Croxley LU only
- Moor Park LU only
- Rickmansworth CR and LU
The track and stations are owned by London Underground.
A special fare structure exists as the stations are outside the Greater London boundary although much of the district is within the north westerly bounds of the M25 motorway and the London commuter belt.
If the proposed Croxley Rail Link goes ahead, it would run through the district, providing two new Underground stations between Croxley and Watford Junction.
London Overground stations:
- Carpenders Park (London - Watford line)
London Midland stations:
- Kings Langley (Euston - Northampton line)
Chiltern Railways stations:
