Summary
An officer of the <a href="https://en.wikipedia.org/wiki/California_Highway_Patrol" class="extiw" title="en:California Highway Patrol">California Highway Patrol</a> making a <a href="https://en.wikipedia.org/wiki/traffic_stop" class="extiw" title="en:traffic stop">traffic stop</a> on southbound <a href="https://en.wikipedia.org/wiki/California_State_Route_85" class="extiw" title="en:California State Route 85">State Route 85</a> in <a href="https://en.wikipedia.org/wiki/Cupertino,_California" class="extiw" title="en:Cupertino, California">Cupertino</a>. The apparent reason for this stop was illegal use of the <a href="https://en.wikipedia.org/wiki/high-occupancy_vehicle_lane" class="extiw" title="en:high-occupancy vehicle lane">high-occupancy vehicle lane</a> with no passengers. Both civilian vehicles visible in this image were among several who were apparently using the HOV lane to bypass a <a href="https://en.wikipedia.org/wiki/traffic_jam" class="extiw" title="en:traffic jam">traffic jam</a> that resulted when <a href="https://en.wikipedia.org/wiki/Caltrans" class="extiw" title="en:Caltrans">Caltrans</a> failed to finish repaving an off-ramp before the morning <a href="https://en.wikipedia.org/wiki/rush_hour" class="extiw" title="en:rush hour">rush hour</a>.
