Summary
The reverse side of <a href="https://en.wikipedia.org/wiki/Francis_Hopkinson" class="extiw" title="w:Francis Hopkinson">Francis Hopkinson</a>'s design for the <a href="https://en.wikipedia.org/wiki/Great_Seal_of_the_United_States" class="extiw" title="w:Great Seal of the United States">Great Seal of the United States</a>, done as part of the second committee (of three) to attempt a design (which was unsuccessful).
Hopkinson's description was:
Liberty is seated in a chair holding an olive branch and her staff is topped by a Liberty cap. The motto `Virtute perennis' means `Everlasting because of virtue.' The date in Roman numerals is 1776.
This was a very slight modification of a design made by Hopkinson a few days previously.
